Their core support those 30k who travel on aways and used to pack back in the lower league days is very good but outside that not really. Most the City fans are from certain neighborhoods in Manchester. The rest of the city and the suburbs is dominated by United. That and United have fans from other parts of England from bandwagon fans or people who left Manchester due to a failing economy back in the day but kept their Manchester roots and passed it down through their family. You see the same with Liverpool and other teams from the north.

They actually could, the thing is in english football not all the seats are season tickets only a certain %. The rest are sold to the public and for big clubs United,Arsenal,Liverpool, Chelsea etc those require a paid membership. This is how they really make money. Off the fan who can only go to 3 or 4 games a year but pays 40 quid or so to be a member.
