A pitcher could pitch into the 8th inning with 2 outs tied 0-0 and allow the bases to be loaded then a relief pitch could come in get 1 K and that RP would be in line for the win. Not the starting pitcher.
Since the relief pitcher allowed the game to be tied. The starting pitcher ends up with a "no decision" in the case of the OP.
In fantasy baseball, it's a double edge sword if your closer gets a "blown save" but still gets the win. ERA will suck but you still managed to get something positive from it.
