You can get the trust first. You don't have to buy into Class 3 right away.
On another note, and sort of pertaining to trusts, e-file/e-form system is down indefinitely. This was a big advantage of the trust route. Well, it was for a little while at least.
The article references a June '14 timetable, but I hear that it may be 2015 before it comes to pass.

Next question.. can you add/remove people from it any time after it's been done?
