By "specializing in indoor marijuana cultivation", do you mean they sold common gardening equipment? Does Walgreen's 'specialize' in selling ingredients to produce meth? You think it's ok to surveil any place of business that sells something, that could be used to commit a crime? Would you support staking out a gun shop, following customers home, and rifling through their trash?

No, I mean they specialize in indoor marijuana cultivation. There are some businesses that will specialize in that.

yes, and LEO's began working pharmacies and arresting cooks and "smurfs" which led to a big reduction in labs.
