I don't think this money goes anywhere near the general budget. Pretty sure it is directed to the FCC. And do you think there are a lot of people paying a phone bill out of pocket that are not paying federal taxes. I would think that is ultra rare. where is that income coming from?

I'm just saying that paying fed taxes, no matter where they end, is all the excuse that will be needed by those who claim to pay fed taxes would need for them to consider themselves as taxpayers to the fed.
