1- It's not a constitutional convention. They could not do away with it, as they would not have the power.
2- after amendments are purposed, it has to go back to the states. 38 states must vote for it to ratify it.
3- That means that it is the local rep and senator of the state that votes.

Naturally, we've played this game on this board before (maybe before your time). But I must ask again, why does anyone believe a convention of the states is the answer to anything.
I challenge you to find me an issue that 38 state legislatures will ratify...any issue. I'll remind you that the constitution has been amended a grand total of 17 times since 1791. Issues covered were burning issues of the time, and the most precipitous were ratified without the participation of much of the country (13, 14, 15). One (18) was repealed by another (21). We essentially have 12 effective amendments since the bill of rights (1791) which have stood the test of time.
ETA: Oh, by the way...It has NEVER been amended by a convention of states. I always forget that little tidbit.
