Some states are at that level now.
I do agree however that 30% capacity should not be a goal, just the maximum.
Relative to Louisiana, the PSC has rules that utilities can shut down after only 0.5% of their grid is solar.
Three utilities have ended net metering already, and entergy is getting damn close.
