do the rods feels warm? if not, then they aren't working. I have a simple 8watt rod and it gets almost hot.
As far as the dry bags go just remember they only absorb a finite amount of moisture before needing tossing or "recharging". Dry bags work best in situations where the container is almost never opened.
Best thing one can do to keep moisture in check is keep guns/safe in an air-conditioned area.
