After reading the article link, my take is that once SG is voted in then they can begin collecting a 2% sales tax for the new city even though the new city is not in place yet. That way money will be available immediately for a new council to use.
At that time the 2% we currently pay to the parish would no longer be paid to the parish. We'd be just like BR, Baker and the other EBR cities who collect their portion of the sales tax.
The net result would be a 9% sales tax that we currently have.
If this is not the case I and others aren't voting for SG. Everybody knows that.

Read the bill which is linked in the Advocate's article.
It specifically says the local sales tax portion will continue to be collected and an additional amount of up to 2% will be authorized for a transition period up to 4 years.
The Advocate's article estimates the increase will generate $28 million in funding. If there was no increase why would it be necessary to mention $28 million in temporary revenues for the transition period?
