Article above says they'll most likely use the mud to widen the roadways (keeping bikes and walkers out of the streets) or make a larger park. They're paying for a master plan so hopefully it doesn't fizzle out when they see the price tag.

They will have to pull out a lot more mud than that. Also the construct ability of those walking paths will be cost prohibitive. I bet It would be cheaper to truck it out and truck back in good dirt.
