It's his piss poor job of handling foreign issues that welcomes openly insulting moves by our adversaries. Do yourself a favor and read this damning column by Bret Stephens, which shows how Obama's lack of leadership and resolve leads to this kind of bullshite.
Just once example he mentions:

Apparently Mr. Zarif didn't much fear undermining efforts to achieve a peaceful resolution.
