I kinda blame the bat makers.
If the composites wouldn't have been invented I'll bet no changes would have been made. (IMO)
The bat companies knew after break in those bats would hit like '90's bats.
Also I have to agree a bit on the player safety side.
The composites and the late 90's bats were too powerful for safety's sake, and also gave too much advantage to the hitters.
I like power hitting, but not everyone is a power hitter.
And super bats shouldnt be able to transform someone into one.
If I had my way, I say switch to the aluminum used in the 2000's AND use the flat seem ball.

There are 2 different methods to be within the new standards. One made the barrel thicker to slow down the exit speed, which still gives the bat a sweet spot. The other way is to put a ring inside the barrel to slow down the exit speed, which takes the sweet spot away. The numbers are different between the 2 bats. Now the difference in bats should not completely change the offensive production, but you will see more home runs with the first.
