i don't know how their spying would tip off russia, but i'm willing to listen

You know, I keep wondering why all the shock about the revelations of government spying. Assuming the government (and not Al Gore) created the Internet, did anyone think they would open it up to the public without being able to monitor every transaction ? How could one think that all this data could flow across the web without someone pulling it in ?
