I feel personally it's because that's the perfect range on the curve. 12 seeds are usually very underrated small schools, because well, they're small schools. 5 seeds are usually the more overrated teams, in OU's case(who was terribly over-seeded) because if conference rep. Usually teams on the cusp of being alright but not bad enough to be a double digit seed so they get the benefit of the doubt.
