Not really. At that point Bush was a lame duck president and the whole world knew it. It was just a couple of months before the presidential election and Bush wasn't going to make himself the issue with a third war. Putin knew that and he also knew what we knew that Obama was likely to win and was nothing but an American hating community organizer.
