"Salary" means salary. Means you get paid the same whether you work 50 hours or 30 hours.
Your boy Obama says that is not fair and that a salaried worker that works 50 hours ... needs to get more ... i.e. overtime, even though on salary.
So ... have to assume that Obama then wants it to not be fair for the employer ... such that if salaried employee only works 30 hours in a given week ... then his pay for that week should be deducted. Correct?
I see what Obama is trying to do ... and, yeah ... it would really suck to work 60 hrs a week for $25K ... but, obviously some folks are fine with it, otherwise they would quit, renegotiate, get a better job, etc.
Not really sure why the President of the United States needs to be involved here.
