Why? The Russian Soyuz program has a fair better safety record than the shuttle did.

There is a Soyuz capsule docked at the ISS at all times for emergency egress, they can leave the ISS any time they want. The capsule can only carry three, that is why there are never more than three people on the ISS at any time.

Very good info. Thanks. I guess I am still brainwashed from the Cold War era and believe everything produced in Russia is inferior.

This is the correct answer. Soyuz is very 70's and cramped and all that. But it does get people into orbit and back down again safely. When you do the same thing over and over for 40 years with minor tweaks you tend to get reliable results even if you aren't trying to improve anything.
