At least our own government has laws they're supposed to be following. The Chinese are legally free to spy on their people whenever and for whatever reason they like. As such, they can spy on anyone they like, including foreigners.
I would worry way more about them than I would the NSA or FBI.

Meh. I really see no difference whatsoever. One govt pretends not to be allowed to do something that everyone acknowledges it does and the other just does it.
Functionally, the difference is exceedingly slight.
