If you've got the money for some nukes, you could probably swing a sweet finance deal on a used B707 and just not make any payments

not necessarily. we're talking about missing suitcase nukes from the old USSR. they may have the money for one or two of those nukes, but may not have the money for a sweet plane.

Plus, why not steal whatever you can?

This scenario isn't as far fetched as you make it seem. How is this any different than, say, a terrorist group hiding a suitcase nuke on a cargo ship and remotely detonating it as the ship enters harbor?

The problem with the ship scenario is that less devastation would occur if the nuke was detonated on the ship rather than in the air above the target.

The idea is to inflict as much devastation as possible.

Because you may want to avoid this much attention before you carry out your main goal.

Suitcase nuke? It's cheaper to just rent a UHaul and buy some plastic barrels for some triple 13 and diesel fuel.

I'm pretty sure this is just an accident/"man made disaster." I'm fascinated nobody has found any debris or wreckage.
