It means that the proposed boundaries for the SG breakaway comprises a higher average income and, therefore, will collect a higher amount of taxes from its residents. SG will collect taxes at a higher rate (tax dollars/resident) than what Baton Rouge currently collects because on average, the people of SG make (and spend) more money than the people of BR.

That's what elections are for. The citizens of SG will elect who they want to run the city. I'm not familiar with either of these guys but when election time rolls around, if I don't like them I won't vote for them.
