My friend her mom is blind. I think late 40's they sound like they have alot in common.
is she looking to date? He would be happy talking to someone going through the same thing....if I ever won the lotto / powerball I would give every penny of it away, if there was some operation where my friend could see

From a woman's perspective is tell you this. Most women have a caretaker instinct, and if your friend is charming and funny and okay with life, then I don't see a lot of women not being able to overlook his ability to not see. What I think the biggest red flag is in what you described, is the fact that he's a grown man that lives with his mother and isn't holding down some sort of job, even if it doesn't pay the bills, at least it would get him out of the house and make him productive and aware of the world in a more visceral way.
Does he talk about wanting a girlfriend? If you guys are very close then it shouldn't be too hard for you to explain to him how much women value confidence and independence in a man, and that learning those things would help him meet someone who can see past what he can't. good luck to you.
