Minnesota's the classic case of "fallen power". To me, there's a big difference between Georgia Tech, Arkansas, Pittsburgh, and Minnesota than the others on the OP. The others are more of teams just having a bad few years. Every program gets in a rough patch without being considered a "fallen power"
