Why does it have to specify "blind child" at play? Like drivers are going to be heading around the bend doing 80 in search of small children to plow over, but WAIT, this one is blind. Ok well NOW I'll be careful.

Why not just "child at play" or SLOW or something.

Good point, but a "Blind Child at Play" sign would be so strange for me to see that I may actually be more likely to notice it and slow down. Kind of like when you see a speed limit sign with a weird number like 23 MPH. Catches your attention because you are not used to seeing it.

If I see children playing in their front yard while I'm driving, I'm already careful.

The signs do not change my driving behavior at all. I'm already cautious enough as it is driving through residential areas. I don't need a sign to tell me to watch out for children.
