Yes, their arguments around this issue are asinine.
The Democrats should take the position that businesses producing effluents, discharged to atmosphere, shall always have the 'burden-of-proof' on them. The bigger the point-source of pollution, the more harm it could possibly cause. IOW, 100 LB/HR pollution from one heater stack is much more of a concern than 1 LB/HR pollution from 100 individual point-sources.
