Without Doug, Underwood is a bit isolated and exposed. Sure, Seth is around now, but he is no Doug.

The good thing for Underwood is that Doug had taken care of a lot of the things he was concerned about.
The obviously very, very bad thing for Underwood is that Rachel is very, very likely to be caught in Doug's car. That is going to be basically impossible to explain. I have to assume that they'll get around that. The reason I say that is that they're going to want to give us at least a little while of Frank in office, so Rachel will have to be handled one way or another.
