With my early OBD2 truck I used to have, it just had to hit operating temperature.

Just a quick update. I passed my inspection with two not ready flags 
My Cat and Evap were listed as NR. It appears that for a vehicle 1996-2000 you can have two NR's and still pass. Vehicles 2001+ only allows one NR. These are rules for LA.
Just updating this in case someone else comes across a similar problem and finds this thread in a google search.
