If the pump is bad then you will have to change both anyway. If it were a plug as others have suggested you would definitely get a check engine light code. In this case I would get a new fuel pump and filter from autozone or advance and replace them and see if that works. If not, just bring the part back and tell them you didn't need it afterall.

Not necessarily. I had similar issues years ago with a Mitsubishi galant that I drove through college and it did exactly what you described (except it didnt' get better after it warmed up) It was just very sluggish and wouldn't get over about 3k RPM and it just sounded rough. Luckily it was the fuel pump and in that model you could just lift up the back seat to access the fuel pump that mounted to the top of the gas tank without having to drop the tank.

I would google "changing fuel pump for 'xx (year) Honda civic" and see what you get. If you don't feel comfortable doing it yourself then just bring it to a shop.
