I think it could if you marketed it as a Louisiana / Southeast US craft beer bar. Key would be to really getting your hands on all the good stuff .. not just Abita and Nola beers.

As a full-on craft beer bar, I think it would need to be a chain to set up shop in the Quarter or CBD. The logistics of getting things up and going in the FQ is a daunting task. I don't see it being a place locals would go to very much considering you'd have to charge a dollar or two more per beer. Maybe I'm wrong.
