Contruction at the end of West Parker behind Southgate

Anyone know what they are building at the end of west parker as it meets Burbank right behind Southgate? I'm curious and they don't have any signs or anything.

Certainly looks like apartments from the foundation. An old apt complex was bulldozed a few months ago and a new one going in its place.
