it's not the people's fault. these companies are getting by as cheaply as possible. Far be it for a customer to run their ac when it's hot or the heater when it's cold! I work with them in disaster relief, I'm on standby as we speak. I've seen first hand the inferior supply system they try and get by with.

There's a balancing act between investment into the system and controlling cost for the customer.
The more money they invest, the more money they make.
Utilities make the investment that the customers/regulators allow them to.
