Yep....if not protected I know a lot of people that would have no problem killing them.
I saw a guy almost shoot one after losing 3 straight fish but there were too many eyes around so he just left cursing. Was kinda funny but I knew how frustrated he was too.
bullshite thing is they don't do a lot about them to protect a highly sought after natural resource. They swim up river and sit at the entrance to the fish ladders, but if you shoot one you're going to jail.

There's a haul out near one of my favorite kayaking spots. I've seen dozens of them coming toward me at once....scared the shite out of me.. 
Several of them buzzed the yak, and dived under but didn't bother me.
