Not how this works. Jindal declared a State of Emergency for the State of Louisiana. It provides State assistance (National Guard, LADOT, etc.) to local municipalities. It is only when those resources are overwhelmed that the Governor can request Federal Assistance (money and resources) via a request for a Presidentially Declared Disaster. Jindal didnt do that last week, and he has yet to do it this week.
Even if he does, the Feds dont just send down the "Federal Icing Squadron"...it just allows the state to spend as much as they need to do it effectively themselves and the state gets reiumbursed for it.
