It was Bill Frist. He slipped the UIGEA (Unlawful Internet Gambling Enforcement Act) in with the SAFE act. Totally unrelated to the rest of the bill. The rest of Congress had no choice but to vote it in because it was attached to a "must pass" bill to safeguard ports from terrorists. This was in 2006 and it did not stop online poker in the US. It just made it more difficult for the payment processors. It was however the basis for the DOJ shutdown in 2011. The UIGEA forced the poker sites to use questionable methods of payments to players and and the DOJ collected evidence for 5 years before seizing all domains.
