That's genius, really. NY has plenty of economic dynamism and the companies there probably are loathe to leave for any number of reasons, which likely allows the government to stick it to the established businesses on taxes. Problem, though: it may be hard to leave NY, with all of its advantages, even if taxes are killing you, but if you're just starting a business, you can start it pretty much anywhere. So, NY offers the entrepreneurs a 10 year freebie to get going and will then hope the ones that succeed - most will fail - get too ingrained to want to leave once the tax bills come due. Sort of a drug pusher's logic, but it makes sense!
