It makes it a little better that he was trying to do a Yat accent, and not a cajun accent.
But, I'm not defending it overall, because it was terrible. Costner was a little better in JFK, IMHO.

This. And he pronounced it as Cher, like in Sonny and Cher. You would think that SOMEBODY involved with that movie would have caught that. It was really kind of pitiful that they couldn't do any more preparation for a role in a movie than that.
