So I have the chase freedom and chase freedom unlimited. I’m interested in the chase United and chase sapphire. My question is do they typically waive the $95 annual fee after year one if you call and attempt to cancel?
Also, are you able to cancel after year one without being penalized?

If you want Chase United and Chase Sapphire, why not go Chase Sapphire Reserve?

Yes you can cancel after one year. What do you mean penalize?
All I can say is if you keep pushing the envelope then ya, eventually Chase may take notice of you, but you don't appear near that.
The penalty from canceling CSP for you would be you'd need to move those points to your Freedoms or you'll lose them, or to an airline. Once you cancel CSP you won't be able to transfer to airline and your points are potentially worth way more leveraged for award seats them using the Chase UR portal to buy tickets.
I don't think they particularly waive the fee for CSP, and if they do, it's case by case. If you spend a shite load on it then you may get it waived.
