Baton Rouge will be affected by everything St George does so I guess they should have a vote in all sales taxes in the area as well as the Mayor of St George.

Not if St. George is incorporated as its own town, they won't.

Is the city of Baton Rouge not incorporated? Earlier you said anyone anyone affected should be able to vote, even if they don't live in that taxing district.
