Pass an ordinance. That's all it takes.
The other way is to hold a referendum but a referendum is not required.
I know this because I own some property in EBR that used to not be within the city limits. I woke up one day and read the paper and saw that my property had been annexed into the city via a council ordinance.
To get an ordinance proposed, a property owner in the annexed area must ask to be incorporated into the city limits. Then public notices must be posted to hold a hearing on the annexation. After the hearings are held, the city parish council votes and the mayor signs the ordinance and it's done.
Several of the property owners along Bluebonnet, including the Mall and the Perkins Rowe area, have already asked for that to happen. Councilman John Delgado who represents that area is already talking about introducing an ordinance and holding hearings as early as this month. Delgado spoke to the media about that two or three weeks ago.
Why would commercial property owners want to not be included in the new city of St George? Because they KNOW their property taxes will increase significantly (no homestead exemption for commercial property) and they fear there will also be a sales tax increase imposed on their retail tenants, thus hurting their tenants' sales.

Russian finally someone is explaining this exactly as it is. To listen to the St George leaders claim no increase in taxes is an insult to most peoples intelligence. Thanks for the quality posts.

If it's that easy, then it seems like a no-brainer for the city to try and do that. And wouldn't that be a game-changer in terms of the financial impact that St. George would have on the city of BR?
