I see what youre saying but I still think it makes more sense to give your better shooters more shots.
Lets say the people with the ARs get off 100 shots to the bolt/levers actions 20.
If your good shooter has an accuracy of 30% and your shitty ones 10%.
Good shooter with AR: 30 hits
Shitty shooter with Bolt/Lever: 2 hits
32 hits
Good with bolt: 6 hits
Shitty with AR: 10 hits
16 hits
I know I just made all that shite up, but it still makes more sense to me to use that strategy.
When backed into a corner the bad shooters would need the AR to spray and pray, I guess thats the logic.

Man...I bet Beth is naturally good at a lot of things.
I don't know who the best shots are. But yeah, if I had like a 308 or 270 with a decent scope all sighted in..I'd have went in and made my way on the roof, I'd be aiming at his other eye the whole time.
That shot isn't hard to an experienced marksman. In the ZA...best scenario for a year to deal with just that moment. The governors other guys sitting on tops of vehicles..very bad idea. In combat, you wish the enemy is that dumb. That would be considered an easy day.
