I don't doubt they tell you this, but no where is it written down in any published WLF brochures, handouts, etc... that this is the case for anywhere in LA, or on any USFWS publications for NWRs.

it is or has been written in the rules of lottery hunts in the past, not sure if it still is.

If you need 25 or more shells to kill 6 ducks maybe duck hunting is not for you..

I can confirm this. If you win a lottery hunt it's in the daily permit, but no where else and is not enforced
