Exactly, several NHL teams are in small markets.

There seems to be a lot more to it than attendance. Atlanta has lost 2 teams to very small markets, Calgary and Winnipeg.
The interest in both teams here was good. Ownership sucked badly, especially with the Thrashers. Attendance for the Thrashers was not good, but it was more a function of a terrible team. Winnipeg is sold out, but their numbers are low because their arena is small.
So, to answer your question, it is possible, but who knows?
