I don't understand the question.

He's disfigured psychologically. He's sadistic, demented, and cruel. He may be normal on the surface, but the gods flipped a coin when he was born and old Joff rotted to the core. As was common among the Targaryens, inbreeding can cause many ill effects both physical and mental.

He's not physically disabled, but he's definitely mentally fricked up.

There are also some theories that he is impotent but it's not a fact.

Also, the Targaryens were inbred and most of them were mentally screwed up rather than physically disabled. According to Barristan in the books and Cersei in the show, "Every time a new Targaryen is born, the gods toss the coin in the air and the world holds its breath to see how it will land." (This can apply to the Targs and Cersei and Jaime's children for that matter.) Some Targs were crazy, like Aerys and Baelor the Blessed, and others were the opposite, i.e. Rhaegar, Maester Aemon, Egg, etc.

Joffrey is the only child of Jaime and Cersei's who is mad. Myrcella and Tommen are the opposite and are very sweet.
