a hard snap count is not considered by the nfl to be an obvious attempt to draw the opponent offsides.
He has to simulate an actual snap. So if he pulls back like he has the ball, then it would be a penalty. I just rewatched it on NFL Rewind (end of the 1st quarter), and it is a ridiculous call. He flinches, but he makes no drastic or obvious movements that simulate a snap

yep. If that is a penalty, then the offsides on us in the 2nd quarter is BS
