Why should it? The bylaw doesn't apply to anyone other than member institutions of the ULS. Are you suggesting that Louisiana legislators pass a law preventing citizens from placing the letter U and L next to each other?

when those two letter together, and alone, represent the University of Louisiana with no geographical designation, yes that's EXACTLY what they did.
