Also, can I use my 1080p 120hz vizio smart tv as a monitor at first to save money?

See sig, start reading. Then we'll discuss graphics card options because there have been some recent releases that I haven't had the chance to add into the guide.
ETA: You can use your TV as a monitor, but depending on its size and the distance you plan to be from the monitor, you won't be pleased with the visual quality or the atrocious input lag.

yes, you can. 120hz on a tv is not the same as 120hz on a monitor. Tvs use software to add frames in between frames to get the smoothness effect(lots of input lag from this), whereas monitors actually display a full 120 frames per second or hz.
The tv will probably have something like "gaming mode" or you can turn switch it to 60hz. That would knock out a lot of the lag.
It really depends on what type of games you're wanting to play too. If you're play single player games then a tv is great but if you're playing primarily FPS games then TVs can be shitty due to the input lag.
