I think they should have an immediate tally on how many tickets have been scanned. After 5 min into the first quarter, they will let 3/4 of the open capacity left in the gate for 30 per person.
If someone comes in late and has ticket proof that someone else has taken their seat, that person just finds another one.

Like where this idea is going. Make it $20 per person and a guy could take his 2 kids to a game for $60 and fill some seats. The University would actually get paid twice on those seats so makes financial sense.
