I don't think a ref needs a cops permission to throw someone out of the game. So when he throws a cop out, I don't think the cop can refuse to leave and then arrest the cop.

I'm not sure the refs' discretion runs to being able to throw out the city police working in an official capacity.

Still think it was an overreaction to arrest them in the middle of the game but if two refs tried to toss the cops in a power play then that is beyond stupid.

And I don't think being a referee gives you some authority over the cops.
