I like Arrow and just finished season 1 but the characters on SHIELD are nowhere near as emo and depressing as Ollie.
IMO SHIELD is the more "fun" show if that makes sense.
I'm very interested to see how the upcoming episode ties in with the new Thor movie.

to be fair, Arrow was a little rough and choppy in the early episodes too.
