Definitely justified. He thought he got away with it. It would have only been a one shot penalty if the fricking piece of shite would have called it on himself.

Highly questionable. Movement of the ball is imperceptible at normal speed.
I was only able to discern a slight oscillation (1/32 of an inch) of the ball when extra zoom and super slow motion features were deployed on repeated replays.
Human eyes don't have the benefit of super slow motion and super zoom especially for the slightest of ball wobbles.
Golfing authorities needs to revise their procedures when dealing with call ins. The armchair refereeing is only going to get worse.
