I used to not allow them in the store. Mainly because some smoker would start complaining. I let them do it now. I think they do it more of cause they can.

I've used mine in sports bars or bar & grill type places where I'm drinking a lot with friends and what not. I've never used it when at a restaurant for a regular meal. I don't think the smell would be noticeable to anyone unless you blew it straight in someone's face, in which case the person is probably an a-hole in general.
